Settings > Account > Unlink this PC > back up the un-synced PDF files from the local sync folder > Delete the local sync folder > Re-sync > Put the backup PDF files to the new sync folder to see if they can be synced well. From the team site, user can checkIn and checkOut without problems. Right click OneDrive icon > Settings > Pause syncing > Resume syncing (sometime sync issue can be fix in this way).
I have inform him that, user need to checkIn the document first before can click on "Discard check out" but he is still confused.
